Step 1:
Place flour in a bowl, add garlic and onion powder, salt, baking powder, and cornstarch. Add sparkling water and stir.
Step 2:
Cut the onion into half rings and place in a clean bowl.
Step 3:
Cut the carrots into strips and add to the bowl.
Step 4:
Cut the green onions into thin rings.
Step 5:
Cut the leek into half rings and add to the bowl along with the green onions. Stir the vegetables.
Step 6:
Add the vegetables to the bowl with the batter. Mix well.
Step 7:
Heat vegetable oil in a frying pan. Add the vegetable mixture in batches to form coarse pancakes.
Step 8:
Fry the potato pancakes in batches on both sides until golden brown.
Step 9:
Place the sour cream in a clean bowl. Add lemon juice, crushed garlic clove, finely chopped parsley, salt, and pepper, and stir.
Step 10:
Serve the potato pancakes with the prepared sauce.
Cooking tips
You can grate the carrots on a Korean grater instead of cutting them with a knife.
Don't overcook the potato pancakes - they don't require much heat treatment.
Place the finished pancakes on paper towels to remove excess oil.
