Step-by-step recipe
Step 1:
Prepare the ingredients: Cut the herring fillet into small cubes. Place the first layer in the pan, distributing it evenly.

Use lightly salted herring. If the fish is too salty, soak the fillets in milk or cold water for 15–20 minutes—this will soften the flavor and balance the layers without the carrots.
